SUBSTANCE: invention relates to means for setting up an RRC connection. System message is broadcast in a broadcasting mode using a serving node. Random access message is received by the serving node, directed by the first user equipment (UE) according to the system message. Message is sent with a random access response to the first UE. RRC connection request message is received by the serving node, directed by the first UE. RRC connection establishment message in accordance with the serving node is generated in accordance with the RRC connection request message and forwarding the RRC connection setting up message to the first UE. Completion message of the RRC connection setting up is received by the serving node, directed by the first UE. Message is sent by the serving node to complete the setting up of the RRC connection to the first reference node to enable the first reference node to set up an RRC connection with the first UE.
EFFECT: technical result consists in reducing the number of switchings of the serving node, which leads to a decrease in signaling load for the backbone network.
