SUBSTANCE: invention relates to communication. Communication system is provided to prevent an unnecessary transition of an energy-saving cell between a normal operation state and an energy-saving state. In step ST1101, the energy-saving cell (ES cell) is in an inactive state, which is an energy-saving state. In this case, having received the awakening request message from the communication terminal unit (UE) in step ST1104, the ES cell performs, in step ST1106, access restriction management for deciding whether the UE can access its own cell. If it is determined that the UE can access its own cell, the ES cell includes its own cell in step ST1109 and, in step ST1110, moves from the sleep state to the active state, which is the normal operation state.
EFFECT: preventing the unnecessary transition of an energy-saving cell between the state of normal operation and the state of energy saving.
