SUBSTANCE: group of inventions relates to the fiber optics based information-measuring systems and allows to perform the vibration-independent monitoring of physical effects on extended, areal and three-dimensional objects. Claimed device implementing device and method comprise the optical pulses generating broadband optical radiation source, the adjustable narrow-band spectral filter with bandwidth of 0.1 to 1 nm, performing the radiation adjustable spectral filtering, reflectometric channel establishing means, through which radiation is introduced into the controlled optical fiber, the controlled optical fiber itself. At that, it also contains a photodetector, recording the backscattered in the fiber radiation, an analog-to-digital converter and a calculator performing the recorded signal by range channels separation functions, extracting spectra for each of the range channels, comparing the measurement spectra with the reference spectra and determining on this basis the external influences values.

EFFECT: increase in the accuracy of measurements of the quasi-stationary effects values on the object of monitoring under vibrations and other dynamic disturbances.
