SUBSTANCE: invention relates to hydraulic engineering and can be used to regulate the flow of water at tubular and diaphragm outlets. Water flow regulator for diaphragm water outlets contains water outlet pipe 2 of rectangular cross section with saddle 5, overlapped shut-off body 3, made in the form of a flexible tape, forming with the housing of water outlet pipe 2 control cavity 6, communicated with the headwater and equipped with a device for draining 7, which has a valve connected by rod 12 with membrane 11 of membrane housing 8, the cavity of which is connected to the upper reach. Flexible tape 3, at the attachment point with one end to the upper wall of outlet pipe 2, has insert 4 also in the form of a flexible tape, of the same geometrical dimensions, but with rigidity, of lesser rigidity of flexible tape 3 of the closure member itself.

EFFECT: as a result, the material consumption of the water flow regulator decreases and the capacity of the regulator increases.
