Second communication device (120) performs radio resource idle state detection based on the first option and the second option for transmitting a radio signal assigned by first communication device (110). Second communication device (120) uses the first option and transmits the radio signal to first communication device (110), when the first option is not busy, or uses the second option and transmits a radio signal to first communication device (110), when the first option is busy and the second option is not busy.

EFFECT: technical result is to reduce the amount of processing and energy consumption.
