SUBSTANCE: invention relates to wireless communication and can be used to allocate radio resources in a narrowband wireless communication system. User equipment comprises a radio circuity and processing circuit, which enable to execute user equipment with possibility of obtaining a set of multiple indices, where each index in set of multiple indices corresponds to different allocation of uplink resources from set of allocations of uplink resources formed of twelve adjacent subcarriers. Uplink resources allocation set includes allocation of subcarriers out of twelve adjacent subcarriers, two allocations of six adjacent subcarriers, four allocations of three adjacent subcarriers and twelve allocations of one subcarrier. User equipment also receives an index indicator corresponding to the index from the set of multiple indices from the base station. User equipment also transmits data to the base station using resource allocation corresponding to the received index indicator.

EFFECT: reduced inter-cell interference.
