FIELD: metallurgy.

SUBSTANCE: to achieve the result, a slab having a given chemical composition is heated at a temperature T1 °C of 1150–1300 °C, holding slab for 5 minutes to 30 hours, reducing slab temperature to T2 °C, making T1-50 °C or lower, slab heating at temperature T3 °C of 1280–1450 °C, and holding slab for 5–60 minutes, hot rolling process of heated slab, cold rolling process, intermediate hot-strip steel sheet intermediate annealing process at least once before the cold rolling process or before the cold rolling process completion step after the cold rolling interruption, process of annealing separator application and process of secondary film application. During cold rolling aging is performed with holding during multiple passes. At aging treatment exposure at temperature T °C, satisfying condition 170 + [Bi] × 5,000 ≤ T ≤ 300 is performed from one to four times. Heating rate during decarburizing annealing is 50 °C / c or more.

EFFECT: providing excellent magnetic characteristics of the sheet while improving the adhesion capacity of the primary film.
