FIELD: metallurgy.

SUBSTANCE: invention relates to metallurgy, namely to electrical steel sheet with oriented grain structure used as material of transformer cores. Sheet has a chemical composition containing the following in wt%: Si: from 1.8 to 7.0, Cu: from 0.03 to 0.60, balance – Fe and impurities. On the surface of steel sheet there is a film of primary coating containing forsterite, at that, ratio of Cu/Fe radiation intensity in interface between primary coating film and steel sheet surface makes 0.30 or less. Sheet has high magnetic properties and high adhesion between film of primary coating and steel sheet.

EFFECT: electrotechnical steel sheet with oriented grain structure and decarbonized steel sheet used for its production are proposed.
