SUBSTANCE: invention relates to signal processing means. Determining, according to the energy characteristic value and the spectral characteristic value of the first sub-set of N subbands of the current frame of the audio signal, whether the quantised energy envelope of the subbands in the first subset should be set to the first subset. First subset has M subbands and the second subset has K subbands, the first subset and the second subset have no frequency envelope and both subsets are positive integers, and N = M + K. Quantised energy envelopes of M subbands are set in the first subset individually to produce the installed energy envelopes of M subbands. Coding bits are selected for N subbands of the current frame, wherein each of the N subbands is either having dedicated coding bits or not having dedicated coding bits. Spectral coefficients of each sub-range which have selected coding bits are quantised.
EFFECT: technical result is improved efficiency of encoding and decoding of signals.
