FIELD: metallurgy.

SUBSTANCE: invention relates to electrotechnical steel sheet with directed crystallization, having insulating coating, and to method of its manufacturing. Electrical steel sheet has an insulating coating comprising a first metal phosphate which is a phosphate of one or more metals selected from Al, Fe, Mg, Mn, Ni and Zn, a second metal phosphate which is a phosphate of one or more metals selected from Co, Mo, V, W and Zr, and colloidal silica. At that, the insulation coating does not contain chromate, and the amount of phosphoric acid eluted from the insulating coating, determined by boiling of electrotechnical steel sheet in boiling clean water for 10 minutes, then measuring the amount of phosphoric acid eluted into pure water and dividing said amount of phosphoric acid into the area of the insulating coating of the electrotechnical steel sheet subjected to boiling is 30 mg/m2 or less.

EFFECT: invention provides an electrotechnical steel sheet with directed crystallization, having an insulating coating capable of giving high tension of the surface of the steel sheet, having high adhesion and corrosion resistance, having good efficiency, which does not contain chromate and has good magnetic properties.
