An electrical steel sheet contains a main steel sheet, a silicon-containing oxide layer provided on the main steel sheet, an iron-based oxide layer provided on a silicon-containing oxide layer, and a tension insulation coating provided on an iron-based oxide layer having a thickness of 1-3 mcm and containing phosphate and colloidal silica as the main components. The main steel sheet contains as chemical components, wt. %: 2.5-4.5% Si, 0.05-1.00% Mn, 0% or more and less than 0.05% Al, less than 0.1% C, 0% or more and less than 0.05% N, 0% or more and less than 0.1% S, 0% or more and less than 0.05% Se, 0% or more and less than 0.01% Bi, and the rest is Fe and impurities.
