SUBSTANCE: device comprises an axis with a threaded surface at an end corresponding to a threaded surface of the cylinder opening, placed on an axis and comprising a handle for rotation of the body with a cutting tool in the form of cutters symmetrically arranged in the body slots with a cutting edge corresponding to the profile of the surfaces of the end face seal. Number of cutters can be selected at least two. Device can be equipped with limiter of axial movement of housing, split nut installed on threaded surface made on end of axis, thrust bearing installed between housing and split nut, and handle connected with axis.

EFFECT: higher quality of balloon due to tight fit of ends of neck and valve.
