SUBSTANCE: on-board device for issuing notifications on emergency situations is proposed to perform notification to external information center (12) in case of emergency relative to vehicle or passenger of vehicle. On-board device for notification of emergency situations (1) is configured to enable registration of vehicle body number and telephone number for notification of emergency situations in form of a set, in order to provide notification to information center (12). At that, on-board notification device (1) is configured so that during the factory mode execution for registration of vehicle body number and telephone number for notification of emergency situations, rewriting of vehicle body number is allowed; and after registration of vehicle body number and telephone number for notification of emergency situations is completed and then factory mode is switched to market mode, re-recording of vehicle body number is prohibited.

EFFECT: preventing unauthorized use of the built-in telephone and enabling rewrite of the vehicle body number even with the dealer, in order to provide more convenience.
