SUBSTANCE: invention relates to machine building, particularly, to towing devices. Towing device comprises outer sleeve and inner sleeve. Hollow axis is located in inner part of inner bushing. Core is supported inside the internal area of the hollow axis. Core is made with possibility of sliding along the hollow axis. First and second slots are located on hollow axis. Lever is made with possibility of rotation around hollow axle axis. Lever comprises mechanism causing core sliding along axis to change appropriate width of slots.
EFFECT: improved mechanisms for charging an electric bicycle.
