SUBSTANCE: invention relates to user access control in Internet and protection of users from undesirable content on Internet. Hybrid automatic system for controlling user access to information resources in public computer networks, comprising user devices, filtering server and external server, wherein in the user devices system are configured to generate requests for access to the web page in public computer networks, the filtering server is configured to receive the user's request and retrieve the address of the web page from it, to which the user has applied, comparing the extracted address with address lists stored in the prohibited web pages and web sites database, if the address is not present in that list, filtering server redirects a user request to an external server and receives back from it a response containing a requested web page, the filtering server extracts the text part of the received web page and automatically determines the theme of the web page, list of subjects corresponding to the web page requested by the user is formed, then the obtained list of topics is compared with the access rules for the user, the comparison results are used to block or allow access to the web page.

EFFECT: technical result is high reliability of protecting users from undesirable content of requested web pages by automatic determination of subjects of web pages.
