Wireless communication device comprises: circuitry configured to: perform wireless communication with another device; comparing the first carrier monitoring level with the second carrier monitoring level, wherein the second carrier monitoring level is fixed as the default level, wherein each of the first carrier monitoring level and the second carrier monitoring level indicates the corresponding reception power measurement threshold value; and controlling a parameter associated with the wireless communication for transmitting data, based on the result of comparing the first carrier control level and the second carrier monitoring level.

EFFECT: technical result consists in reduction of inequality of transmission capabilities, with change of level of control of carrier.
