FIELD: radio engineering and communication.
SUBSTANCE: invention relates to the field of radio engineering, in particular to the integrated information satellite system. Low-orbiting constellation of alternating spacecrafts (SC)-repeaters is used, in which the first group of spacecraft transmits signals of a personal communication system, video broadcasting and interactive services in the L-range, and the second set of spacecraft transmits signals in the X-range allocated for radar probing. Reflected probing signals are received in the first group of mobile communication system uplink lines in the X-range, and the second group spacecraft is in the L-range. Information is transmitted via inter-satellite communication lines and radio lines of data transmission to ground receiving stations, where different-angle radar images are formed, their incoherent accumulation and thematic processing.
EFFECT: providing global continuous three-dimensional radar surveillance of the earth's surface and near-earth space with event analysis capabilities, selection of mobile objects and evaluation of parameters of their movement in real time and providing a global satellite system for personal communication, video broadcasting and interactive broadband Internet access services.
