SUBSTANCE: invention relates to mobile communication. Base station comprises: an allocation unit configured to allocate radio resources contained in a resource pool for radio communication using a non-orthogonal multi-access, terminal devices supporting non-orthogonal multi-access and other radio resources not contained in said resource pool, to other terminal devices not supporting non-orthogonal multi-access; a grouping unit configured to group a plurality of terminal devices which support non-orthogonal multi-access based on the size of the transmitted data of each of the plurality of terminal devices; wherein the allocation unit is configured to allocate the same radio resources of each of the groups obtained as a result of grouping.
EFFECT: more efficient use of radio resources with a non-orthogonal multi-access.
