SUBSTANCE: invention relates to the field of information technology. Method of forming a competence model involves collecting and initial processing data on all employees of an enterprise, forming a local database of employees, forming a local database describing the technological process at the enterprise, inputting requirements for quality of goods and services of the enterprise, setting requirements for accuracy and reliability of competencies model, establishing, at an enterprise with output to educational organization, audio and video monitoring means, assigning to all employees and elements of the technological process of the enterprise a set of data which enable to perform their periodic identification, measuring parameters characterizing the quality of goods and services, if the quality of the goods and services produced by the enterprise complies with the specified requirements, then according to the monitoring results, the employees of the technological process are assigned tags of the successful outcome and the data is recorded in the database, and if the quality of goods and services does not meet the specified requirements, labels of unsuccessful outcome are assigned to employees and elements of the technological process and are not included in the competence model.

EFFECT: wider range of tools for the same purpose.
