SUBSTANCE: group of inventions relates to machining of materials and can be used in drilling with drills with cutting plates having chip breakers. Drill comprises drill body and peripheral cutting plate having radial cutting edge extending substantially in drill body radius direction and central cutting plate. Peripheral cutting insert comprises front surface having multiple break-out ledges. First angle, measured between the line tangential to the front ends of the multitude of the chip-like ledges and the central axis of the drill body extending to the end of the shank, is an acute angle. Peripheral cutting plate is also disclosed.
