To achieve technical result, transmitter 1 generates emitted signal with duty cycle less than one, and receiver 4 processes received signal, generated by transmitter 1 and passed through channel with intersymbol interference, wherein to decide on the values of the received bits, one or more sliding time windows are formed, for synchronization of which target function 11 is calculated, the position of local extrema of which determines the synchronization moment.

EFFECT: providing efficient protection against intersymbol interference in a narrow communication channel band.
