SUBSTANCE: present invention relates to an cement-free binder and use thereof. Cement-free binder for concrete contains from 60 to 87 wt% of fly ash, from 10 to 35 wt% of calcium oxide (CaO) and from 1 to 15 wt% of calcium chloride (CaCl2), fly ash is coal ash dust formed as a result of coal combustion, and contains SiO2, Al2O3, Fe2O3, CaO and MgO in weight ratio from 28.5 to 66.0: from 12.5 to 55.0: from 1.1 to 25.5: from 1.4 to 22.4: from 0.1 to 4.8, respectively. Cement-free concrete is obtained using said cement-free binder. Cement-free concrete product contains the said cement-free concrete. Method of preparation of cement-free binding dough includes preparation of dry powder mixture containing from 60 to 87 wt% of fly ash, from 10 to 35 wt% of calcium oxide (CaO) and from 1 to 15 wt% of calcium chloride (CaCl2), wherein the fly ash is coal ash dust formed as a result of coal combustion, and has the above composition and mixing of water with a dry powdered mixture for dough preparation.
