Image encoding device comprises a unit for encoding information on a significant subblock, which indicates equality or inequality "0" of all values of difference coefficients related to the subunit; unit for encoding information on significant difference coefficient, which indicates equality or inequality "0" value of difference coefficient; unit for encoding value of difference coefficient; and a context extraction unit which extracts the index based on the information on the significant subblock of the coded subblock being adjacent to the subblock being the encoding object in the horizontal direction and the significant subblock information of the encoded subblock being adjacent in the vertical direction, and extracts context used to encode information on significant difference coefficient of difference coefficient, which is an encoding object, based on said index and position of difference coefficient, which is an encoding object, in a subunit which is an encoding object.
EFFECT: improving the efficiency of image coding.
