Contains: a block for encoding information about a significant sub-block indicating the equality or inequality of "0" of all values of the difference coefficients related to a sub-block; a coding block for information about a significant difference coefficient indicating the equality or inequality "0" of the value of the difference coefficient; a difference coefficient value encoding unit and a context extraction unit that extracts the index and the context used to encode the significant difference coefficient information based on this index, and the position of the difference coefficient being an encoded object in the sub-block being the encoded object.
EFFECT: increasing the efficiency of encoding and decoding information about a significant difference coefficient.
