SUBSTANCE: image decoding device that decodes the bit stream obtained as a result of dividing the differential information between the image being the decoding object and the image being the prediction object into a plurality of subunits and coding the divided subunit in a predetermined order, comprises of: a decoding unit for information about the significant subunit indicating the equality 0 of all or not all values of the differential coefficients related to the subunit; a decoding unit for information about a significant differential coefficient indicating equality or inequality 0 of the differential coefficient value; a decoding unit for the difference coefficient value; and a context extraction unit that extracts the context for decoding information about the significant differential coefficient of the subunit being the decoding object, wherein the context extraction unit extracts the index and, on the basis of this extracted index, extracts the context.

EFFECT: increase in the efficiency of image decoding.
