SUBSTANCE: invention relates to regulation and traffic management systems. Transport traffic management device comprises traffic wand, identification mark and centralized data base. Traffic wand is composed of cylindrical case accommodating scanning unit and telecommunication device. Scanning unit comprises a power supply, an actuation button, a driving oscillator, a duplexer, a transceiving antenna, four band-pass filters, four phase detectors, a second adder, a multiplier and a narrow-band filter. Telecommunication device comprises a counter for counting the number of stopped vehicles, a monitor, three delay lines, a pseudorandom sequence generator, a first adder, three multipliers, three narrowband filters, a phase manipulator and a power amplifier. Centralized data base comprises transceiving antenna, duplexer, two power amplifiers, phase detector, computer, master oscillator, multiplier, narrow-band filter and phase manipulator. Identification mark comprises a piezoelectric crystal and three electrodes, a microstrip antenna, six buses and a set of reflectors.
