SUBSTANCE: apparatus has a cylindrical housing (1) (traffic button) in which there is a scanning unit (2) and telecommunication device (11). There is also an identification mark (25) on the vehicle license plate, and a central data base (31). The scanning unit (2) comprises a power supply (3), a switch on button (4), a driving generator (5), a duplexer (6), a transceiving antenna (7), a first band-pass filter (8), a first phase detector (9) and an information storage device (10). The telecommunication device (11) includes a counter (12) for counting the number of stopped vehicles, a monitor (13), a delay line (14), a pseudorandom sequence generator (15), an adder (16), a first (17) and a second (22) multiplier, a first (18) and a second (23) narrow-band filter and a phase detector (24). The identification mark (25) includes a piezoelectric crystal, two comb-like electrode (27) systems, a microstrip antenna (26), buses (28) and (29), and a set (30) of reflectors. The central data base (31) has a transceiving antenna (32), a duplexer (33), a first (34) and a second (41) power amplifier, a phase detector (35), a computer (36), a driving generator (37), a multiplier (38), a narrow-band filter (39) and a phase shift-keying device (40). Phase shift-keyed composite signals are used to transmit information.
EFFECT: invention increases reliability of automatic recording of the vehicle license plate number of the violator.
