SUBSTANCE: invention relates to the field of renewable energy sources. Helio-wind power plant comprises blade wind turbine with vertical axis of rotation, located inside wind-guiding device with lower and upper covers, electric generator on axis of blade wind turbine and photoelectric converter of light energy installed on top cover. Vane wind turbine consists of parallel disks, fixed by axial holes with rotary shaft, disks form hollow drums, between inner surfaces of disks vertical blades are rigidly fixed, turbine is located in the centre of the wind-guiding device, made in the form of uniformly distributed in circumferential direction vertical fixed spiral wind-screening screens, made in combination with blades of the wind turbine in the form of unwinding spirals, the beginning of which is fixed on the vertical rotating shaft of the wind turbine, and ends are directed to periphery of wind-guiding device. Wind control panels top edges are connected with upper cover, lower edges are connected with bottom cover to form nozzle air chambers. In the wind-guiding screens body there are built-in cut-off plates, their ends located near the turbine rotation axis, are installed on wind-screening screens by means of hinges made with possibility of limited turn of shut-off plates around vertical axis, and cut-off plates are unilaterally pressed to wind-guiding screens by clamping mechanisms.

EFFECT: higher efficiency and stable power supply of end user.
