FIELD: furnaces and ovens.

SUBSTANCE: group of inventions relates to hydraulic binder based on blast furnace slags used in compositions for concrete or mortar, which when mixed with water enables to obtain building materials. Hydraulic binder contains, wt. %: ground granulated blast-furnace slag 80–98, hardening reaction accelerator - at least one source of calcium sulphate 1–5 of total weight of binder, primer in form of particles, specific surface area of which by BET is more than 1 m²/g and size of which is such that 50 % of particles have an average diameter of less than 5 mcm, wherein said particles are selected from calcium carbonates, magnesium carbonates, calcium-magnesium carbonates, calcium silicate hydrates, hydrates of aluminium silicate, used separately or in a mixture, 0.1–20 of total weight of the binder. Composition for concrete or mortar containing said binder, modifiers, sand, fillers and fillers reducing specific gravity. Construction materials are obtained by mixing said composition with water. Inventions are developed in subclaims.

EFFECT: technical result is development of hydraulic binder, which does not contain irritant and corrosive substances, capable of hydrating both at low and high temperatures.
