SUBSTANCE: invention relates to the field of hydraulics and hydro-aerodynamics and can be used in industry and municipal services for energy-saving preparation of mixtures in flows of liquids or gases, mainly when adding an additive to a large volume of a moving flow of liquid or gas. Mixer is configured to be installed in a liquid or gas flow and comprises a first hollow cylinder installed across the flow with holes made along at least one of its generatrix located downstream of axial cross section of the first cylinder perpendicular to direction of flow, hollow cylindrical inlet section, which by its cavity communicating with the cavity of the first cylinder, faces towards the flow, and the second hollow cylinder installed across the flow in the cavity of the inlet section with the cavity, which is connected to the source of the mixed component, and with holes made at least along one of its generatrix, located downstream of axial cross section of second cylinder, perpendicular to direction of flow. Mixer is equipped with at least one screening element, which is installed on outer surface of first cylinder along its generatrix located upstream relative to holes made in first cylinder.

EFFECT: invention ensures achievement of technical result consisting in improvement of efficiency of mixing components at low values of flow rate of liquid or gas, not exceeding 0,3–0,5 m/s, as well as in expansion of arsenal of technical means of similar purpose.
