One of the elastic elements of the first part of the belt region can be located sideways at a distance from the second one, with formation of a non-elastic area in the belt area in the lateral direction between the first of the elastic elements and the second one of the elastic elements, and wherein the attenuated region can extend at least partially through the inelastic region of the region of the belt.
