For this, when the downlink data for the terminal reach the first access network device from the core network, initiating the first access network device determining the paging parameter of the terminal and sending, based on the paging parameter, a paging message to a terminal by using a first access network device or a second access network device. According to the technical solution, the core network device does not participate in determining the paging parameter of the terminal and the paging control point changes from the side of the core network to the access network side.

EFFECT: technical result is reduction in the paging process of the amount of signalling interaction, which is formed between the core network device and the access network device.
