SUBSTANCE: invention relates to radio engineering and can be used in radio communication and radio telemetry for transmitting information. In the communication system, the transmitter includes, including a phase control unit which generates N pulses, where N = 2n, n ≥ 1, operating simultaneously during the information symbol, each with duration equal to the duration of the information symbol, and with a combination of polarities, product of which is positive for one of the information symbols and is negative for the other of the information symbols associated by the first input with the information source output, second input – to second output of synchronizer of transmitter, first output – to first input of first phase modulator, and by other outputs each through series-connected i-th phase modulator and i-th modulator – with corresponding input of adder, where 2 ≤ i ≤ N, a delay unit with N outputs, connected by an input to the output of the phase-shift keyed signal generator, and N outputs each with a second input of the corresponding phase modulator, a noise generator connected by the output to the N + 1-st input of the adder, connected by the output to the power amplifier , and first input to first modulator output, N-1 outputs of the carrier frequency generator, starting from the second one, are connected to the second inputs of the corresponding modulators, and the input of the carrier frequency generator is connected to the third output of the synchronizer of the transmitter. Receiver includes, including n interblocks and n delay units, wherein the first intersection unit is connected by the first input to the output of the matched filter directly, and the second input is through the first delay unit, the next n-1 crossing units are connected by each first input to the output of the previous intersection unit directly, and the second input is connected through the corresponding unit by the number delay, output of the n-th intersection unit is connected to the second input of the decision device.

EFFECT: technical result is high security of transmitted information and noise immunity in conditions of action of structural interference.
