SUBSTANCE: present invention relates to a device for use in fixing flooring blocks to a lining and to a method of making said floor covering blocks and said lining, and to system and method of use when attaching wall covering units to lining and to method of lining attachment to wall plate. Technical result is achieved by method of making magnetized pad includes mixing binder composition, wherein the binding composition contains a plasticiser, a vapor barrier material and a magnetizable metal composition; heating binder composition to semi-solid state; dispersing and uniform distribution of binder composition on surface associated with conveyor; magnetizing magnetizable metal composition in a uniformly distributed binder composition; reeling magnetized binder composition into a roll; and heating the magnetized binder coiled composition for setting the binder composition into a solid state; wherein binder composition in solid state provides a dimensionally stable lining, placed on substrate surfaces for magnetically-receiving and magnetically susceptible surface coating components in fixed but removable and replaceable manner; and wherein the lining provides a vapor barrier for preventing movement of moisture from the substrate surface through the lining to protect magnetically responsive modular surface coating units arranged thereon, as well as technical result is achieved by system for manufacturing of such magnetized pad and method of making such magnetized pad surface.
