Dispatching request information indicates the type of service of the transmitted data, the number of resources for the uplink resource required by the terminal device, or the type of the basic set of parameters supported by the terminal device. Receiving, by the terminal device, uplink resource allocation information from the network device, wherein the uplink resource allocation information indicates the target uplink resource allocated to the terminal device and is determined according to the dispatching request information. Terminal device transmits data using the target uplink resource according to uplink resource allocation information.

EFFECT: technical result of the invention is higher efficiency of transmitting data by reducing the amount of service information.
