For this, when specifying a resource, the base station determines a resource used by the terminal to send an uplink control signal, and sending base station indicator information to terminal, in which indicator information is used to indicate target parameter, and target parameter comprises at least one of parameters used by terminal to determine resource.
EFFECT: technical result is prevention of resource conflict while providing flexible resource planning of base station and eliminating problem, which occurs when resource conflicts occur when a method of determining a resource for sending an uplink control signal in an LTE system is used in 5G communication system.
