SUBSTANCE: invention relates to communication network engineering. Technical result is achieved due to obtaining by the terminal device of reference information of the first parameter about which the network device should be notified, wherein the first parameter is associated with cached data of the terminal device to be transmitted, and the first parameter reference information is used to determine the licensed resource used for the cached data transmission by the network device; requesting terminal the device for a given conversion ratio between the first parameter information and the physical uplink control channel (PUCCH) second resource parameter information to obtain reference information corresponding to the first parameter, the second parameter reference information; sending, by the terminal device, a scheduling request (SR) used for dispatching cached data to the PUCCH determined by the second parameter reference information.

EFFECT: technical result consists in improvement of flexibility when transmitting a dispatching request and improved efficiency of dispatching a data link channel resource in a wireless communication system.
