SUBSTANCE: invention relates to computer engineering, information and computer networks and media, to data processing and can be used in processes of managing requirements to computing and other resources sources and their distribution in distributed information-computing environments. Technical result is achieved by completing the following operations when forming a requirements management model and allocating resources based on the receipt of resources from sources, each of which is characterized by a resource arrival index, additionally accounted for in the model; considering required resources for functioning copies, as well as missing resources; a stage of requesting required resources for sources with a higher resource receipt index in order to obtain missing resources. Due to additional consideration of characteristics of sources when requesting additional resources, reduces time for input of instances of applications.

EFFECT: reduced time of commissioning of applications of information and computing system in computing cloud (distributed information-computing environment), by increasing cloud computing resources by increasing intelligence of controlling the flow of resources from different sources.
