SUBSTANCE: invention relates to a personal care appliance, such as a device for oral care. Personal hygiene device, such as an oral care appliance, comprises a main portion comprising a first fluid source; a flow barrier having a first surface adjacent to the source and a second surface opposite to the first surface. Flow barrier is located so that its first surface is adjacent to the source of fluid medium, and the second surface is opposite to the first surface. Flow barrier enables fluid flow through the flow barrier for application on the biological surface when the flow barrier is compressed, and prevents or retards the flow of another fluid, which is in contact with the second surface of the flow barrier, through the flow barrier in a static state. In some embodiments, the fluid in the source can have a first viscosity and a first surface tension, and other fluid medium can have second viscosity and second surface tension, so first and second viscosities and/or first and second surface tension can differ from each other.
