SUBSTANCE: invention relates to means of controlling movement of shunting locomotives. Proposed device comprises portable set of trains, stationary and on-board parts. Stationary part includes a polling controller connected to electric centralization, a stationary shaper, a matching device, a transceiver of shunting radio communication, AWS of station duty stations, GLONASS transceiver, units: checking the safety of technological processes, generating a code of a hazardous situation, generating a code for switching on the radio station of the train originator, inputting personal data. On-board part on the shunting locomotive includes a radio station, a computer connected through a switch unit to electrical equipment of the locomotive, an encoder, collar operators, a GLONASS receiver, the following units: decoders, pulse sensors, control of actuators, indication, registration of dangerous situation, formation of prohibitions, recognition of speech commands, input of identification number of the originator, storage of reference commands. Proposed kit comprises GLONASS transceiver, radio station, operation mode selector, decoder, OR elements, Bayesian hazard assessment controller, univibrator, accelerometer, dangerous situation recording unit, forced transmission mode switching, threshold elements and digitization.
