FIELD: control systems.

SUBSTANCE: group of inventions relates to monitoring systems using sensor optical fibre and is intended for transmitting information streams based on results of constant monitoring, including compliance with road traffic rules (RTR) of extended road section with application of minimum number of video cameras and radars. For this purpose, the road monitoring, control and traffic management system comprises a traffic control centre with a computer and a monitor and a road divided into road traffic control and monitoring sections, each of which is equipped with a pre-processing unit comprising a signal transmitter, the output of which is connected to the sensor optical fibre, a signal receiver, input of which is connected to output of sensor optical fibre, and output of which is connected to input to amplifier, which output is connected to input to converter, output of converter is connected to input to processor of signal preliminary processing, connected by communication lines with centre of monitoring and traffic control and at least one video camera at the input and output of the traffic control and monitoring section, in that the sensor fibre is at least one optical fibre of a fibre-optic communication line laid along the roadside, wherein computer is configured to recognize type of subject or object, including vehicle, and determine its speed and direction of movement due to preliminary calibration with different subjects and objects, and availability of visual database of subjects and objects, for example, vehicles of different type, purpose and weight, and base of reference vibroacoustic signals generated by them, and is configured to output information on location on location plan of all subjects and objects, speed of their movement and appearance - on monitor, data storage system and control system as per signal received from sensor optical fibre.

EFFECT: technical result consists in provision of information on the state of the road surface and monitoring of traffic on-line.
