SUBSTANCE: invention relates to agriculture, in particular to preparations for stimulating the seedling of seeds and the growth and development of plants. To improve the growth and development of agricultural plants, a solution selected from tris(2-hydroxyethyl)ammonium salts of biologically active carboxylic acids of general formula [NH(CH2CH2OH)3 [R-COO] where R = C6H5-, C6H5CHCH-, HOOCCH2 which is produced by the interaction of tris(2-hydroxyethyl)amine with the corresponding carboxylic acids in the polar solvent medium, after which the aqueous solution of the resultant substances is treated with the seeds of agricultural plants before sowing.

EFFECT: invention enables implementing the above-mentioned function.
