SUBSTANCE: invention relates to a means for encoding and decoding data. The technical result consists in increasing the efficiency of encoding. Data to be encoded is accepted by electronic circuit. Data is electronically formed into rows and columns. An electronic circuit generates a first set of projections based on the encoding transform using the first parameter value for the encoding parameter in the encoding transform, the first parameter value being based on the number of rows and columns of the data. An electronic circuit generates a second set of projections based on the encoding transformation using a second parameter value for said encoding parameter that differs from the first parameter value, the second parameter value being based on the number of rows and columns of said data. The first and second sets of projections are stored as encoded data corresponding to the received data.

EFFECT: increased encoding efficiency.
