To achieve the technical result, the data includes basic data and extension data. The basic data is encoded and interleaved to a set of packets of basic subdata, and the extension data is encoded and interleaved to a set of packets of extension subdata. At least a part of the basic data contained in basic subdata packets is required to receive extension data or extension data packets.

EFFECT: improved reliability of the transfer of encoded basic data and encoded extension data.
