The device includes: a scrambling unit (214), which multiplies the modulated response signal by the scrambling code "1" or "-1" to invert the aggregate for each of the response signals on the cyclic shift axis; an expansion unit (215), which performs primary expansion over the spectrum of the response signal using the ZAC sequence set by the control unit (209); and the expansion unit (218), which performs a secondary expansion over the spectrum of the response signal after it is subjected to primary expansion, using the block expansion code sequence set by the control unit (209).
