A smooth cylinder is installed inside the hollow cylinder, the diameter of which is less than the radius of the hollow cylinder. The smooth cylinder is equipped with an axis mounted in bearings on leashes on the axis of the hollow cylinder. The axis of the hollow cylinder is installed with the possibility of rotation separately from the vertical disks. Pulleys are rigidly mounted on the axis of the hollow cylinder. On the surface of the smooth cylinder, ring grooves are made near the leashes, which are connected by belts to pulleys. Debalancers are installed on the axis of the hollow cylinder.
