SUBSTANCE: group of inventions relates to a method and a device for generating ultra-small bubbles. The method contains a stage of preliminary processing, at which the set preliminary processing of liquid is performed, at a generation stage, ultra-small bubbles are generated with a diameter of less than 1.0 mcm by arousal of a heating element provided in liquid, the preliminary processing of which is performed, to generate heat for the creation of film boiling at a partition boundary between liquid and the heating element. The stage of preliminary processing includes the first processing for removing an inorganic ion from liquid using cation-exchange resin and the first processing for multiple degassing of liquid using a liquid circulation channel.

EFFECT: providing for an effective formation of liquid containing ultra-small bubbles of high purification degree.
