SUBSTANCE: present invention relates to a device forming ultrafine bubbles for forming ultrafine bubbles with a diameter of less than 1.0 mcm. The device forms ultrafine bubbles by forcing the heating element to form film boiling in a liquid, and includes at least one element substrate including a heating portion provided with said heating elements. There is a constant energy setting unit that sets the energy applied to each of the set of heating elements or to each of a predetermined number of heating elements to be constant in the heating portion. In this case, the element substrate is configured to suppress the variation of the energies introduced into the heating elements in the heating part. In this case, the module for setting the energy constant maintains the voltage or current constant at both ends of each of the heating elements.
EFFECT: formation of a liquid containing ultrafine bubbles that do not disappear during long-term storage.
