The timer is used by the terminal device to switch from the active part of the downlink bandwidth (BWP) to the default downlink BWP. In this case, the active BWP downlink of the terminal device is the active BWP downlink of the first carrier or first service cell, and the timer is a timer associated with the first carrier or first service cell.
EFFECT: reducing energy consumption by the terminal communication device.
