Disclosed is a method of processing a video signal based on inter-prediction. Method includes a stage of generating a first list of combination candidates for the current block based on the spatial combination candidate and the temporary combination candidate of the current block. Further, according to the method, a second merging candidate list is formed by adding a merging candidate based on history, which indicates movement information of a block encoded before the current block, to the first merging candidate list. At that, check with cutting is performed for the candidate of merging based on history only on specific spatial candidates of merging included in the first list of merging candidates.
